The Center for Planning Excellence (CPEX) is a non-profit organization that coordinates urban and rural planning efforts in Louisiana. CPEX provides best-practice planning models, innovative policies and technical assistance to individual communities that wish to create and enact master plans dealing with transportation and infrastructure needs, environmental issues, and quality design for the built environment. CPEX brings community members and leaders together and provides guidance as they work toward a shared vision for future growth and development.

USDA Rural Development is committed to helping improve the economy and quality of life in all of rural America. Through programs, they touch rural America in many ways. Our financial programs support essential public facilities and services such as water and sewer systems, housing, health clinics, emergency service facilities and electric and telephone services. We promote economic development by supporting loans to businesses through banks and community-managed lending pools. We offer technical assistance and information to help agricultural and other cooperatives get started and improve the effectiveness of their member services.
